Creating a tutorial UI over UI interface

Hi,

I have a game with complex UI. I want to make a short tutorial to show the user how to use the UI. Just like a website or facebook for example where it points to an element and says "you can change settings here".
How can I create something like that?
I want the arrow to be accurately placed pointing to the element in question.

Any help is greatly appreciated.
