How do I show the panel UI and everything in it while Time.timescale = 0

I'm trying to have a panel pop up during Time.timescale = 0 but I couldn't.

The panel and all its UI Text, Image are active but it just doesn't show up on the screen during Time.timescale = 0.

I could be able to do an image to show up during Time.timescale = 0 but now I want the whole Panel to show up with everything in it.
